The REA reports are deficient in that

1. They do not acknowledge that Horizon COMMITTED to meeting the requirements of the MOE technical bulletins

2. The reports do not meet the requirements of the technical bulletins

At public open houses Horizons representative said openly and of his own free will on at least 2 occasions that the REA reports would meet the requirements of the technical bulletins

The public has relied on that and the developer MUST be held accountable to commitments made.

The MOE must review the documents against ALL the requirements in Technical Bulletins one through six, as posted on the environmental registry march 2010.  That review will show that the developer has prepared reports that are deficient in content and presentation as compared to technical bulletin requirements.  The MOE will have to at that time reject this application and cease all further attempts to placate this developer – the reports are simply not good enough
